How this is worked out
This page reads the time zone your operating system is set to — it is not a location lookup. A laptop still set to Tokyo time will report Tokyo wherever it is, so if the answer looks wrong, the device setting is the place to check.
An offset such as UTC+7 only describes right now. The IANA identifier describes the rules — including when the clocks change — which is why software should store the identifier and never the offset.
